Any North Carolina registered voter may request, receive and vote a mail-in absentee ballot in most elections. No special circumstance or reason is needed to vote by mail in North Carolina.
Military or overseas voters have special rights under the Uniformed and Overseas Citizens Absentee Voting Act (UOCAVA). See Military and Overseas Voting page for more information on military and overseas citizens absentee voting.

Upon receipt of a completed State of North Carolina Absentee Ballot Request Form, if the voter is qualified, the absentee ballot materials will be mailed to the voter at the requested mailing address once the balloting materials are available.
Returning Voted Absentee Ballots Deadline
Absentee voters must return their voted ballot to the Board of Elections no later than 7:30 p.m. Election Day. Only near relatives or the voter themselves may return a ballot in person to our office.
